What you'll be doing
Corresponding with national and international experiences, the cost of health care continues to rise, driven by factors such as: growing and ageing population; emerging health conditions such as diabetesassociated with lifestyle, advances in technology and community expectations to improve health care services. It is within this environment that there is a need to improve financial management health outcomes for the community and efficiency of the health system on an ongoing basis.  
 
The primary purpose of the Position is to identify and drive strategies to improve the efficiency and effectiveness of health care delivery to support NSW Health in delivering on both health system performance and financial targets. This will be undertaken in an environment of significant resourcing pressures challenges on the NSW health system, and the position holder will be promoting reform objectives in a challenging health environment that can, on occasions, be difficult to navigate.  
 
Local Health Districts are required to develop and implement efficiency and cost-effectiveness strategies to ensure they are able to deliver on performance requirements. The position will support the development of these strategies and reporting of progress throughout the year to the Government. This will include development of standardised measurement, monitoring and reporting tools to improve sharing of information across the system.  
 
The Position Holder will champion the need for efficiency strategies across the health system and promote conceptual understanding of the role of efficiency strategies in supporting quality health care. The Position Holder will contribute to an efficiency network across NSW to ensure that the most successful strategies are promoted across LHDs.  
 
The position holder has superior project management skills and needs to display a pragmatic, energetic style with the ability to move from the strategic to the operational in order to drive the implementation of reforms and change initiatives.  
  • Thorough understanding of the NSW Health system, including statutory responsibilities, current challenges and risks, and major cost drivers impacting on financial and budget management and planning
  • Demonstrated experience in financial or economic analysis within a large and complex organisation;implementing process redesign within a complex organisation environment;
  • Demonstrated skills in relationship management, influencing, negotiating, consulting and communicating, both oral and written, on complex issues;
  • Superior project management, conceptual thinking and analytical skills;
  • Issues management skills and ability to work within short timeframes on sensitive and complex matters and provide high level advice;
  • Strong project design and management skills and experience in successfully managing large and complex projects.
  • Experience in financial/economic analysis associated with service development and redesign;
  • Tertiary qualifications in a relevant financial or economics related discipline, or demonstrated, equivalent professional experience.
