Health System Support Group Careers


Health System Support Group is a unit of the Public Health System Support Division of the Health Administration Corporation (HAC), to provide services to support the public health system in implementing Government targets and programs, including but not limited to:

  • supporting implementation of activity based funding by Local Health Districts and Specialty Networks as part of the implementation of national health reforms;

  • supporting the public health system in responding to whole of Government programs such as the Corporate and Shared Service Reform Program; and

  • supporting Local Health Districts and Specialty Networks through provision of a range of expert clinical, planning, operational, financial and other technical services.


Health System Support Group comprises five distinct functional entities:

  • Activity Based Management (ABM)

  • Centre for Health Record Linkage (CHeReL)

  • Health Protection NSW (HPNSW)

  • Program Management Office (PMO)

  • Performance Support Office (PSO)


Activity-Based Management (ABM)


Activity Based Management acts as a facilitator between the NSW Ministry of Health and Local Health Districts and Specialty Health Networks.


Our primary focus is on financial modelling for NSW Health; data quality and compliance for clinical costing studies; analysis and interpretation of clinical costing, activity and utilisation data; and the provision of transformational systems and tools to drive strategic and operational decision making.


Activity based management is an evidence-based, management approach that uses patient level costing data to drive evidence-based decisions and influence and improve strategic objectives.  This contributes to maximising value for patient care in NSW.


ABM is committed to supporting the NSW health system in its full adoption of activity based funding and activity based management as the principal policy governing funding allocations for NSW public health services.  Key to this is engagement and collaboration with our stakeholder groups and target audiences, including growing an increasing understanding and interest in our work through a variety of communication channels.  We also have cooperative partnerships with our jurisdictional and Commonwealth counterparts in support of national health reform into the future, leading to improved health outcomes and sustainability of the NSW and Australian health systems.


Centre for Health Record Linkage (CHeReL)


The Centre for Health Record Linkage (CHeReL) was formed to create and sustain a record linkage infrastructure for the health and human services sectors, and provide access to these resources to bona fide researchers and health planners and policy makers.



Health Protection NSW (HPNSW)


Health Protection NSW aims to control disease resulting from environmental and communicable factors. This is achieved through research, implementing prevention programs and evaluation in six priority areas; monitoring blood borne viruses, arboviruses, immunisation, air quality, heat waves and exotic disease.



Program Management Office (PMO)


The Program Management Office (PMO) has been established to monitor productivity improvement and related projects across the NSW Health system, to support the local management and implementation of projects, and to manage, coordinate and implement high priority projects assigned to the PMO.


Performance Support Office (PSO)


The PSO provides advice, source and coordinate expert support to areas of underperformance identified by the Performance Management Framework.
